Overlay.TV, a startup that lets users augment streaming videos with customized text, audio, images, and links, has launched to the public.  The service overlays videos from a number of video sharing sites with a new layer containing this customized content, which can be used for entertainment purposes or as an easy (and potentially effective) means of monetizing video.

To use Overlay.TV, you first give the site the source URL of the video you'd like to modify.  Overlay then streams this video from the original host (the site doesn't host any video content, so it shouldn't have to worry about the copyright violations that plague sites like YouTube).  After loading the video, users are free to add their own content as part of a new layer with options that include text, links, custom images, and clip art.  The site includes some basic timeline functionality, so you can set specific times for each item to fade in or out, but it can be hard to finetune the position and timing of each element.]]></description>

There have been a number of timed and anecdotal speed tests performed on Google Chrome over the last couple of days. 

My personal testing: Chrome is the fastest browser I have ever used. More structured TechCrunch testing showed similar results: It's fast.  Here are what others came up with:

CNET agrees, but their approach was biased towards Google. Chrome came out way ahead in a suite of Javascript benchmark tests. The only problem is that Google hosts the tests and flat out says they tuned their V8 Javascript engine around them. The test does show Chrome coming out way ahead of other browsers (for me, Chrome had a score of 403 v. IE7's 18). Try it out for yourself. ]]></description>

The site is designed to appeal to casual and hardcore gamers alike.  In fact, Raptr avoids using the term "gamer" entirely, instead choosing to describe itself as a "social platform for people who like to play and discover games" - founder (and former competitive gamer) Dennis Fong says that many people associate the word "gamer" with a  hardcore audience, but Raptr is for everyone.

Twitter has been mostly stable for the last month or so, though. And today cofounder Biz Stone wrote an email to Twitter users that says they've had 99.9% uptime over the last couple of months:

Reliability Update

Twitter has been making great progress in terms of uptime and reliability. Fail Whale sightings are far less frequent these days thanks to our efforts but we still have a long journey ahead. Last month we saw 99.88% uptime and so far this month we are at 99.96%. Our engineering and operations teams have been taking a very methodical approach to improving Twitter. We're using the word "craftsmanship" to characterize our work here at the office. Reliability and dependability continue to be top on or list of key goals.]]></description>

When we originally covered Live Workspace, we criticized its underwhelming web-based text editor.  Rather than focusing its efforts on improving webtop document editing, which is offered by rival Google Docs, Microsoft is trying to bolster its Office desktop suite with Live Workspace.  Users are encouraged to edit their documents through the nearly-ubiquitous Office products like Word, with Live Workspace syncing changes to an online archive and other contributors.]]></description>

Concerts hold a unique position in the entertainment world.  They have a huge audience, with an estimated 70% of American adults attending a concert every year.  And, unlike movies and music, they're impossible to pirate (sure you can always get a bootleg recording, but people go to concerts for the experience, not just the music).  But while a number of startups have sprung up trying to connect users with their favorite artists as well as new ones, few of them seem concerned with the the show itself.

BlueHaze, a San Francisco-based startup launching today, is looking to capitalize on this oversight. The startup is taking a multipronged approach with its solution, and now offers Facebook application, iPhone App, and a web portal to tie the service together.  Founder Mark Shedletsky says that most other concert sites are concerned with helping users find a ticket they're interested in, BlueHaze tries to enhance the experience before, during, and after each show.]]></description>

A few months ago, we wrote about Jingle Networks' intention to start a voice ad network that would see companies that receive a high-volume of calls place ads during caller wait time.  And according to the company, that service has launched today.

Known for its 1-800-FREE-411 service, Jingle Networks' voice ad network will allow any company with high call volume to insert audio advertisements in their calls and attempt to take advantage of the company's installed base of 130,000 advertisers on the free service.  There's currently no word on how the revenue will be shared between Jingle Networks and its partners.]]></description>

MAPme announced today that it has released a Google Maps widget that will let users perform tasks that they are already capable of performing with the run-of-the-mill Google Maps application, but will let them embed the flash app as a widget anywhere they can edit HTML, which should make frustrated Google Maps users happy.

According to the company, the MAPme widget is a pure flash object that lets you add your own images or YouTube videos to your map's hotspots.  And in case you need them, the widget lets you populate the map with a series of markers. To add a social flavor, the MAPme widget lets users create and contribute hotspots that may be of interest to others.

That may seem high, but over the past six months, 159 different Symbian OS-based mobile devices hit store shelves, compared to just a handful from RIM and one from Apple.

The most glaring element of Symbian's release was that it only grew 5 percent over the past year.  Considering mobile phone sales grew 12 percent in the second quarter, according to Gartner, and considering Apple is selling 800,000 units each week, Symbian may be losing its grip on the market.]]></description>

<description><![CDATA[Global institutions are an outdated muddle; the rise of Asia makes their reform a priority for the WestCLUBS are all too often full of people prattling on about things they no longer know about. On July 7th the leaders of the group that allegedly runs the world&#8212;the G7 democracies plus Russia&#8212;gather in Japan to review the world economy. But what is the point of their discussing the oil price without Saudi Arabia, the world&#8217;s biggest producer? Or waffling about the dollar without China, which holds so many American Treasury bills? Or slapping sanctions on Robert Mugabe, with no African present? Or talking about global warming, AIDS or inflation without anybody from the emerging world? Cigar smoke and ignorance are in the air.The G8 is not the only global club that looks old and impotent (see article). The UN Security Council has told Iran to stop enriching uranium, without much effect. The nuclear non-proliferation regime is in tatters. The International Monetary Fund (IMF), the fireman in previous financial crises, has been a bystander during the credit crunch. The World Trade Organisation&#8217;s Doha round is stuck. Of course, some bodies, such as the venerable Bank for International Settlements (see article), still do a fine job. But as global problems proliferate and information whips round the world ever faster, the organisational response looks ever shabbier, slower and feebler.
